First of all take a picture like mine one :-
Now select the Elliptical Marquee tool, make sue you have these options selected:-
Make a new layer name it (Tarch light) and draw a circle over the picture:-
Select the Paint Bucket tool and fill it with White, then it will look like:-
In the layer panel make sure you have used the following options for the Tarch light layer :-
Now animate the tarch light over the photo and i hope it will look like Real tarch light :-
