Create a cool, horror movie TV animation effect.
1. Open or draw an image of a TV. (you can use the one i have here)

2. Add the image you want to show up on the TV screen and resize it to fit the screen.

3. Now, duplicate the layer with the image on the screen and go to Filter>>Noise>>Add Noise and use this settings:

4. Now duplicate the newly created copy layer and apply again the noise filter. Do this until the image you get is something like this:(this means somewhere between 10-15 layer copies)

5. Now switch to Image Ready:

6. In Image Ready, go to Window Animation. In the first frame, you need to have the original photo. You do that by setting the layer copies invisible(in the layer pallete, click on the eye in front of each layer).
7. Continue adding frames by pressing the “Duplicate Current Frame” button. The second layer should include some noise over it, the third one even more so and so on.

8. In my example, I have 14 frames. At the end I’ve put the 13 and 14 frame again, to make the noise more realistic. Also, in the last frames I’ve set the delay to 0.1 seconds(under each frame pic you have a time which must be 0 sec to all; click on it to change it)

9. Now go to File>>Save Optimized As and you’re done. Here is what I got.
