 Here I will give you an idea how to make text effect using animated shiny star - A great idea for website banner or a website logo.

[1][1]-First of all open new document of custom size
you may choose any size, I am gonna take Height & width 400x297 pixels and Resolution 96and Mode RGB Color

[2]- Here change the Background color after that 
Type any words with the help of the Text tool.

[3]- Now double click on this text layer

[4]- Select the Bevel and Emboss from the
 Layer style and use the following settings

[5]- Your text will be look like this.

[6]- Now select the Brush tool 
and use the following settings

[7]- Create a new layer1 
from the Layer palette

[8]- Now use the brush tool 
as shown below

[9]- Now create a new Layer2 from the layer palette and now
 use the Brush tool change the brush size 50 something

[10]- Now click on icon 
of Jump to ImageReady

[11]- Now hide eye of layer2
 from the layer palette

[12]- Click on icon of Duplicate current frame
 which is showing  below by hand sign

[13]- Now hide eye of Layer1 
and unhide eye of Layer2

[14]-Now select the frame1 and click 
on icon of TWEEN , as shown below

[15]- Use the following settings.

[16]- Click on icon of Play 
button as shown below

[17]- Now go to Filter> Save Optimized

[18]- Here is your final Image.
