[1] Take a new file of 500 pixels,500 pixels, of resolution 72 dpi in the RGB mode.

[2] Now open your background image.

[3] Then take the Ellipse Tool.

[4] Create a new shape with the help of Ellipse Tool as shown image below.

[5] Now go to Blending Option use the following settings.

[6] Your image should be look like this.

[7] Now take the Pen tool create a new shape.

[8] Fill the new shape with black color.

[9] Then go to Blending Option use the followin settings.

[10] Your image should be look like this.

[11] Make the copy of shape layer see in the next image.

[12] Then go to Blending Option use the followin settings.

[13] Your image should be look like this.

[14] Now take the Pen Tool create another shape.

[15] Now fill the new shape with black color

[16] Then go to Blending Option use the following settings.

[17] Make the copy of Previous shape layer as shown image below.

[18] Then go to Blending Option use the following settings.

[19] Your image should be look like this.

[20] Now take the Elliptical Marquee Tool, create a new shape.

[21] Fill the new shape with white color.

[22] Then change the Optacity as shown image below.

[23] Your image should be look like this.

[24] Make the copy of previous layer press Cntl+T, Transform Selection to Rotate your shape as shown image below.

[25] Your image should be look like this.

[26] Then take the Brush Tool use the following settings.

[27] Now create a new layer.

[28] Now play with Brush tool see in the next image.

[29] Then change the Opacity of your Brush layer.

[30] Your image should be look like this.

[31] Take the Text Tool create your text.

[32] Your final image is ready.
